Tata Docomo has introduced it's new plan called netbuddy in which u can make call to all local tata docomo users at 1p/6sec and std call to tata docomo users at 1p/2sec.
to subscribe to it send a sms to 121.sms join to 121.
the service is free for 1 month but after that u will be charged Rs.7/per week.
